Developing a Mentoring Program Methodology to Guide the Mentoring Initiative.

Background information:

The 21^st century is an era of unprecedented human mobility, with the greatest number of people ever living outside their country of origin. The EU Member States (MSs) have been largely affected by migration over the recent years when a large number of migrants made their way to the EU, fleeing poverty and war. Children represented a large share of the population reaching Europe over the past years (approximately 30%), and overall they make around 7% of migrants living in Europe, equal to 1 in 6 of the world’s migrant children .

Migration presents both challenges and opportunities for the realization of children’s rights and for its outcomes on origin and destination societies, where research uncovered that the benefits of migration – particularly on their economies – are manifold. In its European Agenda on Migration, the EC recognized that the EU and MS’s migration policy, in order to be successful, shall be underpinned by effective integration policies. The EC also acknowledged that notwithstanding efforts made so far, third-country nationals continue to fare worse than EU citizens in terms of employment, education, and social inclusion outcomes. This applies also to children and youth. Indeed, children and newly arrived refugees are groups at higher risk of poverty and social exclusion.

C/SEE MSs require particular attention and support in their policy-making and practice on the integration of migrants and refugees, and in realizing their role within the EU based on the shared principles of solidarity and fair and balanced participation to the common effort of protecting individuals in need of protection. These countries showed very low records on fulfilling their EU commitments. The overall political climate – which currently leaves space to anti-migrants and anti-refugees positions and statements – along with the limited capacity of relevant institutions and service providers, represent major obstacles to the implementation of EU commitments and subsequently of effective integration measures in the countries targeted by this intervention.

Recognizing those growing needs and challenges to implement more effective integration measures, MINT projectaims to contribute to the successful integration of third country national children residing in the EU, by enabling children and youth to fulfill their full potential and to lead secure, active and productive lives in the host societies, and enabling a better understanding of the intercultural benefits that interaction between newly arrived migrants and host societies bring.

While the project embraces an inclusive approach, it will specifically support the integration of newly arrived children, including separated and unaccompanied children, paying particular attention to the gender-specific barriers to integration of girls and boys.

The project builds on promising practices and tested models supporting the inclusion of vulnerable children, including migrant and refugee populations. In particular, the core methodology from the Big Brother Big Sister approach (also successfully applied to the reintegration of trafficked children) will be adapted to working with TCN children; whereas learnings and resources from the SHARE Network will be built upon and age-adapted. The experience of the Mario network in child and youth-led advocacy and awareness raising, including child-led video production, will be furthered and scaled up.

Project Objectives

The Project will promote the inclusion of TCN children (in Romania, Poland, the Czech Republic and Slovenia) integrated in the social, cultural and political life of the host societies, as well as in education, through mentoring support; online language courses and cultural introduction; child-led awareness raising and advocacy actions on their lived realities and the huge benefits for host societies.

Main outputs include a methodological framework comprising of a mentoring guidance (with a potential of replicability in other MSs) complemented with child-led awareness raising and advocacy guidelines, child-friendly e-learning integration tools and national and international advocacy events supported by child-led video material.

This two-year project seeks to achieve the following specific objectives:

1. Specific Objective 1: By the end of the intervention, at least 120 recently arrived children in the four targeted countries are enrolled in (formal or informal) education and actively participate in local recreational and social activities, thanks to the support provided by trained peer mentors and the building up of cohesive peer groups.
2. Specific Objective 2: By the end of the intervention, 1000 third-country national children in the four targeted countries have acquired basic knowledge and skills to engage in social relations, thanks to trainings on local languages and socio-cultural context provided by the project.
3. Specific Objective 3: By the end of the project, at least 240 TCN children and local youths are empowered and benefit from a welcoming atmosphere within the host society, thanks to the implementation of child-led awareness raising and advocacy initiatives aimed to counter stereotypes and to spread a positive image of migrant and refugee communities at local and national level.

Objectives of this consultancy:

The main objective of this consultancy is to develop the various elements of the mentoring methodology (indicated in Specific Objective 01) through which youth volunteers (18-24 years) will mentor and support recently arrived migrant children (under the age of 18) to ensure easier and more successful integration process.

The mentoring program will last for 9 months in average, divided into two main sessions: from July 2019 to March 2020, and March 2020 to December 2020. Through the program A minimum of 120 TCN children are supported in their integration in local host communities (30 in Each country). The program should include individual meetings between children and mentors, indoor group activities and outdoor cultural and recreational activities.

The consultant will be required to produce mentoring guidelines covering the following elements of the mentoring program:

1. The Selection and recruitment process for both youth mentors and mentored children, including recommended selection criteria.
2. The 2-days training course planned for the mentors (including sample Training agenda and the outlines of the training curriculum).
3. Guidance on pairing newly arriving TCN children with a youth mentor.
4. Suggested indoor and outdoor activities that could be considered within the program, where applicable.
5. Best practices/ recommendations on how to overcome cultural and language barriers within the project, as well as ensuring gender balance and equality throughout the project implementation.
6. Guidance for the individual meetings between youth mentors & children.
7. Supervision and monitoring of regular meetings and activities.

Expected Deliverables:

● Mentoring Methodological Framework developed by the end of the consultancy contract (including but not limited to the elements mentioned above).

● Background research and preliminary agenda of a session during the kick off meeting that would aim at ensuring that the methodological framework is collaboratively design with all project partners.

● Visual presentation(s) to be delivered to project partners during the project kick off meeting.

Important Note:

The consultant is expected to participate in the MINT project kick off meeting (for at least one full day), which will take place in Budapest, Hungary between 12^th and 14^th of March 2019.

Foreseen deadlines

Required/preferred experience and skills:

• Extensive experience in the field of Migration and integration with special focus on children.
• Expertise in working with/for youth and children in multicultural contexts;
• Knowledge on Child Rights and Child protection concepts and very good understanding of ethical considerations in relation to working with children;
• Excellent analytical and writing skills;
• Ability to work under time constraints;
• Outstanding level of English.

Remuneration

The total remuneration for this service will be in the range of 4000 – 4200 EUR.

Migrant children and youth are especially vulnerable to social exclusion. Through the MINT project, Terre des hommes and its partners aim at empowering refugee and migrant children as well as European youth to engage in new integration activities. By using an innovative mentoring programme, we will contribute to building more inclusive societies in Romania, Poland, the Czech Republic, and Slovenia.

3 key expected results:

• 120 children will be supported to integrate by trained local peer mentors.
• 1000 children have cultural knowledge and skills to engage in social relations
• 240 children and youth are empowered through awareness and advocacy

Around 30% of the migrant population reaching Europe over the past years were children – many of them separated or unaccompanied. In their host countries, migrant children and youth face considerable challenges in terms of education, social inclusion, and subsequent employment. As part of this EU-funded project, we work in Romania, Poland, the Czech Republic, and Slovenia to support and facilitate the integration process of children, enhance social relations and empower both local youth and third-country national (TCN) children.

A mentoring programme – engaging in educational and social activities

Together with its partners, Terre des hommes will design an innovative and replicable peer-to-peer mentoring programme based on good practices and tested models. The mentoring programme includes training local youth volunteers and pairing them with newly arrived migrant and refugee children. The peer mentors and mentees will participate in individual and group meetings focused on educational and language support as well as on recreational activities such as board games.

In each country, the volunteers will facilitate the integration of migrant and refugee children in the local host communities by introducing them to other children in the community, and organizing common outdoor sports and socio-cultural activities. Such activities will involve visiting historical museums, watching popular national movies or organizing sport competitions such as football matches. This will help TCN children make new friends and become more familiar with the host community history and habit. At least 120 children will be enrolled in formal or informal education and benefit from the mentoring programme and its diverse activities.

Acquiring linguistic and socio-cultural knowledge

Migrant children’s integration and learning journey will be also accompanied by adapted printed and online content. The child-friendly online resources will help newly arrived children understand the national cultural and social specificities of the four project countries. Further, children will have the opportunity to learn the local languages through offline and online courses offered in a language that children understand such as Arabic or Farsi. Overall, more than one thousand children will acquire the basic knowledge and skills to engage in social relations.

Countering stereotypes about migrants and refugees

As part of the mentoring programme, groups of local youth and TCN children will identify key topics reflecting the integration experience. They will bring these topics into public discussions through videos promoted online and through theatre plays, debates with peers in schools or other local offline events. These child-led awareness raising and advocacy initiatives will address members of local communities and policy makers at local and national level. By countering stereotypes and spreading a positive image of migrant and refugee communities, children will benefit from a more welcoming atmosphere within the host societies.

Copiii și tinerii migranți sunt deosebit de vulnerabili la excluziunea socială. Prin proiectul MINT, Terre des hommes și partenerii săi urmăresc să împuternicească copiii refugiați și migranți, precum și tinerii europeni să se angajeze în noi activități de integrare. Prin utilizarea unui program de mentorat inovator, vom contribui la construirea unor societăți mai incluzive în România, Polonia, Republica Cehă și Slovenia.

3 rezultate cheie așteptate:

• 120 de copii sunt sprijiniți să se integreze de către tineri mentori (peers) locali instruiți.
• 1000 de copii au cunoștințe și abilități culturale pentru a se angaja în relații sociale.
• 240 de copii și tineri sunt împuterniciți prin conștientizare și advocacy.

Aproximativ 30% din migranții care au ajuns în Europa în ultimii ani au fost copii – mulți dintre ei separați de familie sau neînsoțiți. În țările gazdă, copiii și tinerii migranți se confruntă cu provocări considerabile în ceea ce privește educația, incluziunea socială și ocuparea ulterioară pe piața forței de muncă. Ca parte a acestui proiect finanțat de UE, lucrăm în România, Polonia, Republica Cehă și Slovenia pentru a susține și facilita procesul de integrare a copiilor, pentru a întări relațiile sociale și pentru a acorda mai multă putere copiilor locali și tinerilor din țările terțe.

Un program de mentorat – implicarea în activități educaționale și sociale

Împreună cu partenerii săi, Terre des hommes va crea un program de mentorat peer-to-peer inovator și replicabil bazat pe bunele practici și modele testate. Programul de mentorat include pregătirea voluntarilor locali pentru tineri și asocierea lor cu copiii migranți și refugiați nou-sosiți. Migranții și tinerii mentori vor participa la întâlniri individuale și de grup axate pe sprijinul educațional și lingvistic, precum și pe activitățile de recreere, cum ar fi jocurile de masă.

În fiecare țară, voluntarii vor facilita integrarea copiilor migranți și refugiați în comunitățile locale gazdă, făcându-le cunoștință cu alți copii din comunitate și organizând activități sportive în aer liber și activități socio-culturale. Astfel de activități vor implica vizitarea muzeelor ​​istorice, vizionarea unor filme naționale populare sau organizarea unor competiții sportive, cum ar fi meciurile de fotbal. Acest lucru va ajuta copiii migranți să-și facă noi prieteni și să devină mai familiarizați cu istoria și obiceiurile comunității gazdă. Cel puțin 120 de copii vor fi înscriși în educație formală sau informală și vor beneficia de programul de mentorat și de diversele sale activități.

Dobândirea cunoștințelor lingvistice și socio-culturale

Integrarea copiilor migranți și procesul de învățare vor fi, de asemenea, însoțite de conținuturi tipărite și online adaptate. În general, mai mult de o mie de copii vor dobândi cunoștințele și abilitățile de bază pentru a se angaja în relații sociale.

Combaterea stereotipurilor despre migranți și refugiați

În cadrul programului de mentorat, grupurile de tineri locali și copiii migranți vor identifica subiectele cheie care reflectă experiența de integrare. Grupurile vor aduce subiectele identificate în discuții publice prin intermediul filmelor promovate online și prin piese de teatru sau dezbateri cu colegii din școli sau prin alte evenimente locale offline. Aceste inițiative de creștere a gradului de conștientizare și de advocacy conduse de copii se vor adresa membrilor comunităților locale și factorilor de decizie la nivel local și național. Prin combaterea stereotipurilor și răspândirea unei imagini pozitive a comunităților de imigranți și refugiați, copiii vor beneficia de o atmosferă mai primitoare în cadrul societăților gazdă.

Terre des hommes Romania is implementing in the domain of Access to Justice (A2J), the Project named PRECISION („Promote Rehabilitation, Empowerment of Children and Support for Youth Offenders” financed by MEDICOR Foundation) that seeks to promote wellbeing and reduce recidivism of juvenile offenders in Romania. The objective of the project is that: by the end of 2020, about 500 children and youth in 3 juvenile detention facilities benefit of high quality personalized services that meet their rehabilitative needs. During their detention, children and youth will have developed the necessary knowledge and skills (literacy, vocational skills, life-skills, self-esteem, motivation, social skills etc.) for their successful rehabilitation in society. The project will apply a two-fold approach: 1) case management[1] and 2) education and vocational training within the Detention Center in Craiova,  that serves as a pilot facility for the model.

The project aims to:

• To develop a knowledge base and tools that will serve for informed decisions for politicians and practitioners and promote better understanding of child and youth challenges in the justice system and upon exit.
• To develop a model that is based on individual case management and consists of a package of services meeting the rehabilitative needs of juvenile offenders.
• Alongside, to strengthen the capacities of professionals working with children and youth in detention facilities.
• To raise awareness and advocate on the specific needs of children and youth in detention and the importance of (pre-release) programs that target individual factors and aim at increasing self-esteem, improving mental wellbeing and changing behavior.

The project is seeking to develop an innovative model for support/learning in detention facilities for youth offenders and also aim at improving/ adapting the practices of detention staff in order to grant a better protection for juvenile offenders and better meet their rehabilitative needs.

In that sense we intend to realize:

• a qualitative research in 3 detention facilities for youth – Package A,
• and a review of current situation in the field of Juvenile Justice and international practices – Package B. 

Based on the research findings in both packages (Package A and Package B), Terre des hommes will aim at improving/adapting the practices of detention staff in order to grant a better protection for juvenile offenders and better meet their rehabilitative needs.  

The model will be based on Terre des hommes’ conception of the child in conflict with the law as an active and positive contribution to society rather than being considered as a risk. As a consequence, all children in conflict with the law should be supported in their development of skills and competences.

Terre des hommes is seeking to:

Selection of a short-term national expert conducting a qualitative research in 3 detention facilities for youth, focusing on: 1) Challenges and needs of children and youth in detention facilities in Romania, 2) Training needs assessment for detention staff. (Package A)

Selection of a short-term expert for conducting an assessment of the national current situation in the field of Juvenivle Justice and international practices that have proved to be effective in the rehabilitation of youth offenders, focusing on promoting their wellbeing and reducing recidivism. (Package B)

Summary of activities / tasks

Package A:

• Develop an evaluation methodology and timeline/ work plan;
• Elaborate the schedule of the field research;

• Coordinating with Tdh and detention facilities staff for planning the data collection activities;
• Collect data from the field visit / online interviews with the proposed key persons;
• Periodic debriefings of the findings with Tdh staff, but also representative of penitentiary administration and key external partners (based on the draft reports);
• Write a detailed research report reflecting the opinions of all the relevant stakeholders. The report should be approximately 30 pages long (without annexes), and should be written in Romanian and English language.

Package B:

• Develop an evaluation methodology and timeline/ work plan;
• Elaborate the schedule of the interviews;
• Conduct an extensive literature review on national and international practices that have proved to be effective in the rehabilitation of youth offenders, promoting their wellbeing and reducing recidivism;
• Coordinating with Tdh and authorities/experts for planning the key informant interviews;
• Collect data through online interviews with the proposed key persons;
• Periodic debriefings of the findings with Tdh staff (based on the draft reports);
• Write a detailed research report reflecting the findings of the literature review and the opinions of all the relevant stakeholders. The report should be approximately 40 pages long, (without annexes) in English.

Experts profile / Applicant Requirements:

• Long-lasting studies (master or PhD) in social sciences (sociology, social assistance, psychology, political science etc.) or law;
• Proven experience in conducting needs assessments to feed into strategic and operational planning, particularly in the field of juvenile justice and strengthening child protection systems and in working with professionals/administrative personnel;
• Previous experience in conducting in-depth qualitative research, working in the design, implementation or management of juvenile justice operations with governmental or non-governmental organizations;
• Excellent research writing and communication skills;
• Demonstrated ability to synthesise and critically analyse a wide range of material from primary and secondary data sources and to present information in a concise yet thorough form; 
• Experience in working with vulnerable groups, including children;
• Excellent command of English;
• Knowledge of juvenile justice system in Romania and at the global level represent an asset.

Despre proiectul ,,Suport pentru infrastructura socială, de sănătate și educație în județul Bacău”

Scopul proiectului este sprijinirea serviciilor sociale, de sănătate și educație prin implementarea de investiții în infrastructura din 37 de localități (comune și orașe) din județul Bacău, atât în construcții, cât și în dotări cu un impact semnificativ asupra calității vieții copiilor.

În prezent, proiectul este în cea de-a doua etapă de derulare a investițiilor în infrastructură. În prima etapă a proiectului, au fost evaluate nevoile de investiții în infrastructură, în beneficiul copiilor, în fiecare dintre comunitățile vizate. Acest proces a presupus realizarea, în perioada iulie – decembrie 2017, a unor serii de întâlniri cu autoritățile locale, grupuri de copii, profesori și părinți, precum și cu alți actori din fiecare dintre cele 37 de comunități (ONG-uri, preoți, cetățeni etc). La finalul întâlnirilor a fost organizată o nouă întâlnire cu reprezentanții comunităților locale împreună cu care au fost decise investițiile cele mai relevante pentru comunitățile lor. Decizia finală a fost luată în acord cu nevoile și așteptările copiilor și în funcție de nevoile comune evidențiate în urma întâlnirilor avute cu grupurile menționate mai sus.

Documentarul “Vântul schimbării a-nceput din sud” este despre cum 6 familii din comunități vulnerabile de etnie romă au devenit antreprenori acasă și au reușit să își clădească un trai mai bun pentru ei și familiilor lor ca urmare a sprijinului primit în cadrul proiectului zefiR.

zefiR a intervenit în comunități vulnerabile de persoane de etnie romă din județele Olt, Dolj, Gorj pentru a-I ajuta pe localnici să aibă o viață mai bună. Pe lângă programe de școală după școală și centre medico-sociale, în proiect, 30 de familii au primit finanțări și consiliere pentru a dezvolta activități economice noi sau deja existente în domeniul tinichigeriei, construcțiilor, agriculturii și creșterii animalelor.

Succesul acestor mici antreprenori se datorează câtorva abordări cheie ale proiectului. În primul rând, echipa zefiR lucrase deja în aceste comunități unde se formase un nucleu de oameni cu inițiativă iar în procesul de promovare și selecție s-a investit foarte mult timp pe teren într-o interacțiune direct cu potențialii noi antreprenori.

De asemenea, s-a pus un accent deosebit pe procesul de sprijin printr-o serie de cursuri și evenimente cu rol de învățare, precum și în întâlniri individuale de consultanță și monitorizare. Toate acestea, i-au ajutat pe antreprenori să înțeleagă procesul birocratic al legalității unei afaceri, noțiuni financiare și de marketing, dar și să afle idei noi de îmbunătățire a producției.

Dar poate cel mai important lucru pe care l-a adus proiectul în sprijinul antreprenorilor a fost lipsa prejudecăților și deschiderea echipei implicate. După cum arată și documentarul, echipa proiectului a știut că acești oameni nu sunt “leneși și fără chef de muncă” ci dimpotrivă, în aceste comunități găsim oameni cu un mare potential de forță de muncă nevalorificată. Că încă mai avem mulți oameni care au rămas în România de dragul familiei și doresc să-și creeze un viitor aici. “Sunt mândru să îi ofer un exemplu fiicei mele, să îi arăt valoarea muncii și cât de important este să își câștige propria existență și să aibă grijă de banii ei. Sper ca atunci când va crește, să meargă în oraș la facultate, dar chiar dacă rămâne aici, va avea ceva bun de la care să pornească și pe care să-l dezvolte”, spune Costică Safta, unul din antreprenorii susținuți prin proiect.

Acești oameni sunt adevarați pionieri în comunitățile lor, riscul lor de a se avânta în afaceri poate însemna și să nu aibă ce pune pe masă familiei, însă succesul lor formează următoarea generație, “Copiii își formează o disciplină uitându-se la părinți” spune antropologul Vintilă Mihăilescu, iar la rândul lor, acești oameni îi inspiră și pe alții creând comunități mai puternice, un sud mai bogat și o Românie mai câștigată.

Aproape jumătate din copiii României sunt în prezent la risc de sărăcie și excluziune socială potrivit Eurostat, iar statisticile guvernamentale arată că 70% dintre persoanele de etnie romă trăiesc sub pragul sărăciei. Nu este astfel de mirare cum România este una din țările din care au emigrat cei mai mulți cetățeni în ultimii 10 ani: peste trei milioane de români și-au părăsit țara în cautarea unui trai decent, conform ONU.

Familiile de antreprenori au fost sprijinite prin proiectul zefiR de către Terre des hommes Romania, Fundația PACT și Fundația NESsT România.

Protecția Copilului și Justiția Restaurativă

Experiența belgiană

Acest film este o versiune simplificată a unui film mai lung, realizat de Arpege, un grup de mediatori belgiani și editat în această versiune scurtă, împreună cu Defense for Children International.

Realizat în cadrul proiectului Away, filmul prezintă pe scurt sistemul de justiție juvenilă din Belgia și descrie maniera în care justiția restaurativă este disponibilă tinerilor aflați în conflict cu legea și victimelor.  Filmul descrie în mod specific cum se desfășoară procesul de mediere și promovează justiția restaurativă în cadrul sistemului de justiție juvenilă.

Protection System and Restorative Justice

-The Belgian experience –

Done in the framework of Away project, this movie presents the Belgian juvenile justice system briefly and explains how restorative justice is used and can be used and more specifically, how a mediation process works. The movie aims to promote restorative justice in the juvenile justice system.

This video is a simplified version of a longer video edited by Arpege, a group of mediators in Belgium. Defense for Children International worked with the authors to edit this simplified version.

Dreptul la participare este esențial în viața tinerilor. E un drept fundamental, ce se referă la posibilitatea de exprimare a opiniilor și la dreptul tinerilor de a fi implicați în deciziile care le afectează direct viața și comunitatea din care fac parte. Exersarea dreptului la participare dezvoltă abilitățile de comunicare și crește încrederea tinerilor în forțele proprii și în capacitatea adulților și a sistemului de a răspunde nevoilor lor de dezvoltare.

În cadrul proiectului Away, s-a constituit un Grup de Consultare al Tinerilor, care a inclus 15 tineri aflați în conflict cu legea. Au avut loc 11 întâlniri ale bordului consultativ, atât în Craiova      cât și în București, întâlniri de-a lungul cărora, membrii au fost invitați să-și exprime opiniile asupra tematicii abordate și să ofere suport în realizarea conținutului unei broșuri cu material adaptat pentru tineri. Broșura va descrie sistemul de justiție juvenilă și va avea scopul de a crește gradul de cunoaștere a drepturilor copiilor în cadrul procedurilor judiciare.

Proiectul AWAY – Alternative Ways to Address Youth – „ Modalități Alternative în Administrarea Justiției pentru Minori și Tineri” este un proiect european, coordonat de Tdh Ungaria, în parteneriat cu Brave Phone (Croația), Programul de dezvoltare a sistemului judiciar (Bulgaria), Defence for Children International (Belgia), Observatorul Internațional al justiției juvenile (IJJO – Belgia), Tdh Romania și Global Network pentru legea ce vizează interesul public – Pilnet (Ungaria).

Proiectul AWAY este co-finanțat prin Programul REC al Uniunii Europene.

The right to participation is essential in the lives of juveniles. It is a fundamental right, which refers to the possibility of expressing opinions and the right of the youth to be involved in the decisions that directly affect their life and the community they belong to. Exercising the right to participation develops communication skills and increases young people’s confidence in their own strengths and in the ability of adults / of the system to meet their development needs.

Within the Away project, a Youth Consultative Group was set up, which included 15 juveniles in conflict with the law. There were 11 meetings of the advisory board both in Craiova and Bucharest, meetings during which members were invited to express their views on the topic approached and to provide support in the content of a brochure with material adapted for young people. The brochure will describe the juvenile justice system and will aim to increase the awareness of children’s rights in court proceedings.

At some of these meetings, experts, such as Mr. Silviu Dumitru and Mr. Lucian Caciamac, were invited to participate, who discussed with young people the experiences of living and the understanding of judicial procedures, as well as opportunities for reintegration into society. 

The Project AWAY – Alternative Ways to Address Youth  – is a European project coordinated by Tdh Hungary in partnership with Brave Phone (Croatia), Judicial Development Programme (Bulgaria), Defence for Children International (Belgium), International Juvenile Justice Observatory (IJJO – Belgium), Tdh Romania and Global Network for Public Interest Law – Pilnet (Hungary).

A.W.A.Y – Alternative Ways to Address Youth 

Sinteză a modalităților alternative existente în cadrul sistemului de justiție juvenilă din Belgia, Ungaria, Croația, Bulgaria și România

Proiectul AWAY abordează tematica justiției juvenile, inclusiv prin promovarea măsurilor alternative de soluționare a procesului penal (eng diversion) pentru minorii aflați în conflict cu legea.

AWAY este coordonat de Biroul Regional pentru Europa Centrală și de Sud-Est al Fundației Terre des hommes și implementat în parteneriat cu Programul pentru Dezvoltarea Sistemului Judiciar (Bulgaria), Brave Phone (Croația), Defence for Children International (DCI) și International Juvenile Justice Observatory (Belgia), Global Network for Public Interest Law – PILNET precum si cu Fundația Terre des hommes – Elveția                (România)

În cadrul acestui proiect, s-a elaborat un studiu comparativ, ce sintetizează rezultatele cercetărilor realizate la nivel național, descriind succint sistemul de justiție juvenilă existent în Belgia, Bulgaria, Croația, Ungaria și România, cu un accent special pe măsurile alternative la trimiterea în judecată. ( eng diversion).
